3.1.5 for MC 1.21.1

Notice: Medea (QM 3.1.x/MC 1.21.1) release is now in a maintenance state. This branch will be supported until next 1.22.X update drops.

Starting with this release, I have made decision to continue supporting Medea branch for at least MC 1.22.X. This is because of Mojang's new Feature Drop update policy, and many people tend to stick with 1.21.1 so I will at least try supporting until next major release 4.0.0 is released. This changes to maintenence state is also for the upcoming QuantuMiz EX rework, which will be based on 1.21.1 rather than 1.21.4.
