Bump PYTHON_COMPAT to py3.11 #530

Python 3.11 is becoming the default Python implementation in June 2023 (gentoo-dev). Thus, we should test all the packages requiring Python with Python 3.11 and bump their versions afterwards. Since this process requires testing loads of packages, any help is highly appreciated!

I'll compile a list with all packages and post it here.
