This milestone we've unified the contents of

1. the remote menu that appears when you click on the remote indicator
2. remote start entry that appears on the Welcome menu

Test:

• F1 > Help: Welcome, click on Connect to... in the start actions list. Try this in an empty window, a window with a git repository with a GitHub remote, and a few remote window types (e.g. WSL, Codespaces)
• In each window type, ensure you see options to connect to remotes for extensions that you have installed as well as extensions that you don't have installed. There should also be Continue On options when you're in a git repository with a GitHub remote
• In each window type, also click on the remote indicator, ensure the list is identical to the one that you got from clicking on Connect to...
