Multi-line code suggestions impossible where part of the code was deleted

I recently ran into an issue when trying to submit a multi-line code suggestion on a pull request:

 fun finneganPerkActive(): Boolean {
-    val forcefullyEnabledAlwaysFinnegan = config.forcefullyEnabledAlwaysFinnegan
-    val perkActive = Perk.FARMING_SIMULATOR.isActive
-    return forcefullyEnabledAlwaysFinnegan || perkActive
+    return Perk.FARMING_SIMULATOR.isActive
 }

This makes it impossible for me to suggest that this whole function should be replaced with a single line:

fun finneganPerkActive() = Perk.FARMING_SIMULATOR.isActive

Even if I try to use the split view, it selects on both sides, therefore still not letting me make the suggestion.
