on pull_request closed only triggered for a single pull request on multiselect

I have built a GitHub Actions workflow on GitHub Enterprise Server 3.14.4 with the following event trigger:

on:
  pull_request:
    types: [closed]

However, when closing multiple pull requests at once by selecting them through checkboxes on the PR overview page, the workflow is only triggered once for a single PR out of the selected ones. Is this a bug or desired behavior? How can I ensure that the workflow/the job in the workflow is run for each pull request?
