Aws keeps moving my services to global, which is causing my device not to receive notification.

Aws keeps restricting or moving my service area. I've created a aws account attempting to rectify service to local only, but keeps restricting my incoming messages. I don't appreciate it. How can I receive all in app messages to my apps like normal? I don't need or care for any cloud services. I'm located in Atlanta, GA 30311
