[BUG] Try bumping opentelemetry reqs for Python. #3403

This is to pick up
open-telemetry/opentelemetry-python#3270.

In short, concurrent HTTP requests were being coalesced into the same
trace, and it was chained hand-over-hand so it was quite illegible.
This should fix that, if it passes CI.
