Add a link to Andrea Bizzotto's Dart guide

This isn't a free resource, but all of Andrea's content is very high quality.

Having spent some time wading through extremely mediocre Dart and Flutter resources recently, it was a relief to find Andrea's stuff.

I'm not sure if Exercism is okay with linking to non-free resources, so I'll leave it up to the maintainer community to decide whether or not to bring this in.

Overall, I'm not opposed, but I do have some concerns that by linking to it that somehow someone will think Exercism is getting any part of the money.

My biggest concern is this blurb:

Learn Dart Programming in depth. Includes: basic to advanced topics, exercises, and projects. Last updated to Dart 2.15.

At this point in time Dart has recently released Dart 3.6. 2.15 was released on 2021-12-08 and 2.15.1 on 2021-12-14.

So a lot has changed since that period of time and while the basics haven't, there's significant changes like new features and paradigms.

But I'm open to any other opinions from @exercism/dart and @exercism/leadership

That's fair. I'd be happy to add a note that Exercism is completely unrelated, and only linking because someone found it useful.

I'll wait until others weigh in, though, in case the decision is to not merge in any case :)
